Negotiated Fuel Cost Program

    Winter enrollment is from Monday, November 3rd, through Friday, November 7th.

    Enrollment Process

    You must complete steps 1–4 to enroll.

    1. On Monday November 3rd, please complete the Enrollment Form and email it. Open enrollment ends on Friday, November 7, 2025 (noon).
    2. We will email you an agreement that outlines the terms and conditions of the Negotiated Fuel Cost Program. Please follow the instructions on the cover page and email the completed and signed agreement by Monday, November 10, 2025. (Please note that you are not enrolled in the program until you have signed and returned the Transaction Confirmation Form described in steps 3 and 4 of the NFCP process.)
    3. On Wednesday, November 12, 2025, if we have received your completed agreement, we will send you a transaction confirmation form showing your monthly fixed fuel-adjustment price and volumes you selected in the agreement.
    4. Once you have signed and returned the transaction confirmation form (Deadline: Thursday, November 13, 2025), you will be enrolled in the program for Summer 2025. ENROLL
