Energy Affordability Program (EAP)
You may qualify for a discount on your monthly energy bill if you receive certain government benefits or your household income falls below the area median for New York City.
Statewide Solar for All/REACH
Statewide Solar for All (S-SFA) and Renewable Energy Access and Community Help (REACH) are New York State utility bill assistance programs. To participate, you must be:
- Enrolled in the Energy Affordability Program (EAP)*
- Living in a disadvantaged community (DAC)
If you meet both requirements, you’ll be automatically enrolled in the programs. There are no additional fees, monthly sign-ups, equipment installation, or maintenance required to receive your S-SFA/REACH bill credits—and we’ll continue being your electricity provider.
If you live in a disadvantaged community but do not currently receive an EAP discount on your bill, please review the program’s enrollment requirements. If you think you qualify for EAP, you can sign up online or apply using one of the other methods now.

Home Energy Assistance Program (HEAP)
HEAP helps income-eligible New Yorkers heat and cool their homes. If you are eligible, you may receive one regular HEAP benefit per program year and could also be eligible for emergency benefits if you are in danger of running out of fuel or having your energy service shut off.
Once a HEAP grant is applied, you will be automatically enrolled in the Energy Affordability Program for 18 months.
EnergyShare
Qualification
As a residential customer, you may qualify for up to $300 toward your bill annually per EnergyShare season.
To qualify, you must:
- Have made at least one good-faith payment toward your bill within the last 12 months.
- Have an active disconnect notice
- Be eligible for government financial assistance and/or meet federal Home Energy Assistance Program (HEAP) income guidelines.
Check your eligibility by applying through our partner, HeartShare. If there is no site in your area, please call your local office or email HeartShare.
If you have provided Con Edison with your cell phone number, you may receive Energy Affordability Program text alerts. Please verify your phone number and update it if necessary. If you wish to stop receiving these notifications, text STOP to 78407.
